Batman gives police a chuckle in traffic stop video

On March 21, at 10:47 a.m., Montgomery County Police (Maryland) stopped Batman for not displaying his license plate. When Batman showed officers the plate IN his car, they let him fly - after a picture or two. They did not want to make him late for an appearance for kids at a local hospital.

The latest episode in the adventures of Batman is now available for viewing on YouTube, thanks to the Montgomery County, Md., Police Department, whose officers pulled over a "Batmobile" March 21.

The car, a Lamborghini, showed only a bat symbol where the license plate belonged. When the Dark Knight showed officers the real plates inside the car and told them he was headed for an appearance for children at a local hospital, ?they let him fly ? after a picture or two,? police said as they released a nearly seven-minute dashcam video of the traffic stop.


Police earlier posted still pictures of the traffic stop on their Facebook page.

Batman was revealed by The Washington Post to be Lenny R. Robinson, 48, a Baltimore County businessman who has been visiting sick children in Baltimore-area hospitals since 2001. Sometimes his teenage son, Brandon, goes along as Robin.

EPA Plan Targets New Coal-Fired Plants

The Environment Protection Agency released a draft rule Tuesday that puts new limits on greenhouse gas emissions from any future coal-fired power plants. The technology required to meet the new limits on carbon dioxide is currently so expensive that the rule effectively would put an end to the construction of new coal-fired power plants in the U.S.

A big change for the power industry. Today, the Environmental Protection Agency proposed a new limit for how much greenhouse gases future power plants can pump out. The limit would basically outlaw construction of conventional plants that are fueled by coal. But as NPR's Elizabeth Shogren reports, a revolution is already underway.

ELIZABETH SHOGREN, BYLINE: The kind of coal plants that have been the mainstay of the nation's electricity supply for decades would be too dirty to meet the EPA's proposal. Power plants that burn coal are the biggest source of electricity in the country. But burning all that coal also makes them the biggest source of carbon dioxide.

EPA chief, Lisa Jackson, says her proposal is a commonsense way to tackle the very real threat of climate change. She talked to reporters on a conference call.

LISA JACKSON: The standard will help us minimize the carbon released into the atmosphere day after day. It will enhance the lives of our children and our children's children.

SHOGREN: But here's the thing. Jackson says the industry has already turned its back on coal for new plants. That's because new technology has opened up abundant supplies of natural gas from shale deposits. Burning gas emits far less greenhouse gases than coal. Industry likes that gas prices are very low and predicted to stay down.

JIM ROGERS: As we look out over the next two decades, we do not plan to build another coal plant.

SHOGREN: That's Jim Rogers, president of Duke Energy. Just a few years ago, Rogers was derisively calling natural gas the crack cocaine of the power industry. It was cheap to build the plants, but prices fluctuated wildly. Now, he says he's hooked himself.

(SOUNDBITE OF LAUGHTER)

ROGERS: I'm now an addict. And I was concerned with respect to whether shale gas was the real deal or not. And as the evidence is coming in, it's proving to be the real deal.

SHOGREN: So Rogers had already been betting on gas over coal.

ROGERS: If we have no plans, as one of the largest utilities and largest - users of coal in the country, no plans to build a new coal plant for two decades so the regulations are not relevant.

SHOGREN: American Electric Power is also making a switch to gas. Still, its president, Nick Akins, is nervous about EPA's proposal.

NICK ATKINS: I think the U.S. energy policy needs to include everything. So it's important for us to really keep coal in the picture.

SHOGREN: Now, under the EPA's proposal, you could still build a coal plant. But to keep your greenhouse gases down, you'd have to capture the plant's carbon dioxide. American Electric Power successfully did that on a small scale, but it has no plans to scale up that technology because it's so expensive.

Environmental leaders like Sierra Club's Executive Director, Michael Brune, are skeptical that technology will keep coal alive.

MICHAEL BRUNE: We'll probably never see a new coal plant built in the United States. It marks the end of an era in which coal was the dominant source of power in the United States.

SHOGREN: Brune says that this is very good news. Sierra Club was part of a group of environmental groups and states that sued the EPA to force it to make this rule. Still, Brune and others are upset that EPA officials do not plan to tackle existing power plants too.

BRUNE: They are bound by law to address the pollution coming from existing coal-fired power plants. And we'll take the EPA to court again, if necessary, to make sure that they're enforcing the law.

SHOGREN: Environmental groups add that now that the EPA is endorsing natural gas as the fuel of choice, it had better start regulating the air and water pollution that come from drilling for that gas. Elizabeth Shogren NPR News. Washington.

The ripeness of fruit could determine how food-poisoning bacteria grow on them, according to scientists presenting their work at the Society for General Microbiology's Spring Conference in Dublin this week. Their work could lead to new strategies to improve food safety, bringing many health and economic benefits.

A wide range of fresh produce has been linked to outbreaks of Escherichia coli and Salmonella enterica including melons, jalapeo and serrano peppers, basil, lettuce, horseradish sprouts and tomatoes. Researchers at Imperial College London are looking at how these bacterial pathogens latch onto fruits and vegetables and establish themselves in the first place.

They have discovered that strains of Salmonella behave differently when attached to ripe and unripe tomatoes. "Bacteria that attach to ripe tomatoes produce an extensive network of filaments, which is not seen when they attach to the surface of unripe tomatoes. This could affect how they are maintained on the surface," explained Professor Gad Frankel who is leading the research. "We are not completely sure yet why this happens; it might be due to the surface properties of the tomatoes or alternatively the expression of ripening hormones."

This is just one example of the subtle interplay between food-poisoning microbes and the fresh produce they contaminate, that determines how pathogens become established in the food chain. "Apart from Salmonella, strains of E. coli are also particularly devious in the way they interact with plant surfaces. They have hair-like appendages and flagella they can use as hooks to successfully secure themselves onto things like salad leaves."

Although fresh fruits and vegetables are recognized as important vehicles that transmit harmful bacteria, they are still important components of a healthy and balanced diet. "By and large, raw fruits and vegetables are safe to eat and provide numerous health benefits. By working out the reasons behind sporadic outbreaks of infections, we can control these better and help maintain consumer confidence. By improving food safety we would also see important economical and health benefits."

Understanding how bacteria interact with fresh produce is a crucial but only the first step, explained Professor Frankel. "Translating research into new policies or methods for decontamination is the challenge for future studies," he said.

Now a new chemical analysis technique has allowed archaeologists to find out just how dour the diet of Georgian sailors really was. The team's findings, published in the American Journal of Physical Anthropology also reveal how little had changed for sailors in the 200 years between the Elizabethan and Georgian eras.

The research, led by Professor Mark Pollard from the University of Oxford, focused on bones from 80 sailors who served from the mid-seventeenth to the mid-eighteenth centuries and were buried in Royal Naval Hospital cemeteries in Plymouth and Portsmouth.

"An isotopic analysis of bone collagen from the recovered skeletons allowed us to reconstruct average dietary consumption," said Dr Pollard. "By comparing these findings to primary documentary evidence we can build a more accurate picture of life in Nelson's navy."

In the late 18th century the Royal Navy employed 70,000 seamen and marines. Feeding so many men was a huge logistical challenge requiring strictly controlled diets including flour, oatmeal, suet, cheese, dried pork, beer, salted cod and ships biscuits when at sea.

The team's analysis shows that the diet of the sailors was consistent with contemporary documentary records such as manifests and captain's logs. As well as validating the historical interpretation of sailors' diets, this finding has implications for the amount of marine protein which can be isotopically detected in human diets.

The bones in Portsmouth were also able to show where the sailors had served. The team's results show that even when serving in naval theaters ranging from the UK and English Channel to the West Indies or the Mediterranean, the sailors converged in dietary terms into a 'naval average', due to the strict consistency of diet.

The results also showed that sailors in buried in Plymouth spent more time off the American coast than those buried at Portsmouth, which is consistent with the sailing records.

Finally, the team compared the isotopic data with research on 18 individuals from the Mary Rose, a 16th century royal flagship that sank just outside Portsmouth harbor in 1545. The results revealed that the naval diet was virtually unchanged in 200 years.

"This is one of the first studies to use this technique to examine human populations in the historic period," conclude Pollard. "Our findings demonstrate the benefits of using forensic methods to complement documentary records."

Military Families Can Take Steps to Prevent Lost or Stolen Pets ...

A missing pet can be a devastating experience for family members and can result in a dangerous situation for the animal. However, military families can take steps to keep their beloved pets safe and secure.

If your pet lives indoors or is supervised outdoors, it?s less likely the pet will become lost or stolen. Many animals crave human companionship and do quite well lounging on a comfortable couch or bed during the day.

However, if you can?t take your pet out for exercise, make sure they play in a safe, secure and enclosed area with necessary shelter, water and food. You also should avoid the use of chains or ropes for long periods of time. U.S. Humane Society studies indicate that animals become territorial and aggressive when tied up on chains for a prolonged time. Animals are more likely to bite another human or could unintentionally hang themselves if tethered too close to a fence.

If a pet becomes lost, a microchip can help reunite pet and owner. This is a tiny computer chip, about the size of a grain of rice, inserted into the skin of the animal with an identification number programmed into it. A national registry tracks the number, and any organization with a scanner can identify the number and contact the company owning the device. The company then will contact the pet owner or another emergency contact. Since registration tags are easily removable, the microchip provides an additional layer of protection.

Microchips can be implanted during a routine veterinary office visit ? no surgery or anesthesia required ? in animals as young as eight weeks, according to the American Veterinary Medical Association.

Because of this critical method of pet identification, animals have been found more than 1,000 miles from their home or after years of separation.??

In 2009, the Ohio State University?s College of Veterinary Indoor Pet Initiative conducted a study of 53 shelters with recorded information on animals entering a shelter with a microchip. The findings revealed that 73 percent of owners of stray dogs and cats were found, and 74 percent of the owners wanted their animals back. The top reason owners couldn?t be located was incorrect or disconnected phone numbers, followed by the owner?s failure to return phone calls or respond to letters.?

Along with microchips, owners also should legally register their pet since it?s the primary way shelters track pet ownership.

?One of our most important goals is to get lost pets home, which reduces impact on the shelter in devoting resources to tracking owners,? said Matt Malta, director of adoptions for the Hawaiian Humane Society. ?Licensing is considered legal proof of ownership, and pet owners should consider compliance that will help establish their animals as rightfully theirs.?

According to Malta, less than 20 percent of Oahu dog owners are in compliance with assuring that their dog is always wearing a valid, county-issued license. Many companion animals end up at shelters as strays and can?t be reunited with owners due to missing registration and microchip information. In fact, less than 2 percent of cats and only 15 to 20 percent of dogs are returned to their owners, according to the National Council on Pet Population Study and Policy.

Many shelters offer discounted services for microchips and ensure their animals are adopted out with microchips.? ?

Check your military base or housing installation for the companion animal policies, as housing pet policies stipulate microchips and registration or animal licensing requirements. When moving to a new duty station or when considering getting a pet, it?s critical potential owners research local animal laws and housing animal policies if living on base to ensure compliance.

Should the pet accidentally get loose on a military installation, immediately call base police, base animal control, if applicable, and your community?s official lost and found center for companion animals.

If the neighborhood permits it, post signs and check online pet classifieds for found pet postings and consider placing a lost pet posting to alert other members in your neighborhood.

We all can help to raise awareness of this issue by talking to our neighbors about pet resources and providing help when needed. These steps can protect our pets and enhance the human-animal bond among pet owners.

African Union officials say they have suspended Mali and will send a mission there to assess the situation after mutinous soldiers declared a coup in the West Africa nation.

Oil from Deepwater Horizon disaster entered food chain in the Gulf of Mexico

ScienceDaily (Mar. 20, 2012) ? Since the explosion on the BP Deepwater Horizon drilling rig in the Gulf of Mexico on April 20, 2010, scientists have been working to understand the impact that this disaster has had on the environment. For months, crude oil gushed into the water at a rate of approximately 53,000 barrels per day before the well was capped on July 15, 2010. A new study confirms that oil from the Macondo well made it into the ocean's food chain through the tiniest of organisms, zooplankton.

Tiny drifting animals in the ocean, zooplankton are useful to track oil-derived pollution. They serve as food for baby fish and shrimp and act as conduits for the movement of oil contamination and pollutants into the food chain. The study confirms that not only did oil affect the ecosystem in the Gulf during the blowout, but it was still entering the food web after the well was capped.

Oil, which is a complex mixture of hydrocarbons and other chemicals, contains polycyclic aromatic hydrocarbons (PAHs), which can be used to fingerprint oil and determine its provenance. The researchers were able to identify the signature unique to the Deep Water Horizon well in the Gulf of Mexico.

"Our research helped to determine a 'fingerprint' of the Deepwater Horizon spill -- something that other researchers interested the spill may be able to use," said Dr. Siddhartha Mitra of Eastern Carolina University. "Furthermore, our work demonstrated that zooplankton in the Northern Gulf of Mexico accumulated toxic compounds derived from the Macondo well."

The team's research indicates that the fingerprint of the Deepwater Horizon oil spill could be found in some zooplankton in the Gulf of Mexico ecosystem at low levels, as much as a month after the leaking wellhead was capped. In addition, the extent of the contamination seemed to be patchy. Some zooplankton at certain locations far removed from the spill showed evidence of contamination, whereas zooplankton in other locations, sometimes near the spill, showed lower indications of exposure to the oil-derived pollutants.

"Traces of oil in the zooplankton prove that they had contact with the oil and the likelihood that oil compounds may be working their way up the food chain," said Dr. Michael Roman of the University of Maryland Center for Environmental Science.

The study was led by East Carolina University with researchers from the University of Maryland Center for Environmental Science, Oregon State University, Georgia Institute of Technology, and U.S. Geological Survey. The paper, "Macondo-1 well oil-derived polycyclic aromatic hydrocarbons in mesozooplankton from the northern Gulf of Mexico," was published in the February issue of Geographical Research Letters.

In the past decade, scientists have made significant progress building the critical knowledge and infrastructure needed to identify and develop novel tuberculosis (TB) vaccine candidates and move the most promising ones into human clinical trials. The results of those trials, coupled with advances from other TB studies, have paved the way for the next 10 years of research on TB vaccines, a critical component of TB control efforts, note scientists at the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health. Their editorial, co-authored by NIAID Director Anthony S. Fauci, M.D., and Christine Sizemore, Ph.D., appears in the journal Tuberculosis to coincide with the publication of Tuberculosis Vaccines: A Strategic Blueprint for the Next Decade.

The new Blueprint on TB vaccines updates the original one, which was published in 2000 as the result of an NIH-sponsored workshop.

Since that time, TB researchers have assembled a significant pipeline of vaccine candidates and assessed them in clinical trials. However, to transform the field and help make licensure of new vaccines a reality, the editorial co-authors stress, scientists must investigate remaining fundamental questions, including the following:

  • Why does infection with the TB bacterium cause active disease in some people but not others?
  • Why does the current licensed TB vaccine, Bacille Calmette-Gurin, protect children more effectively than adults?
  • What immune responses must effective vaccines elicit to successfully protect against TB?

NIAID, part of the team that helped to develop both iterations of the Blueprint, supports scientists working worldwide to contribute important data to these and other areas of inquiry. The authors also note that along with basic and clinical trial data, recent innovations in systems biology, genomics and bioinformatics, animal modeling, and immunologic and molecular tools will play important roles in developing safe and effective TB vaccines. In the past decade, scientists have made significant progress building the critical knowledge and infrastructure needed to identify and develop novel tuberculosis (TB) vaccine candidates and move the most promising ones into human clinical trials. The results of those trials, coupled with advances from other TB studies, have paved the way for the next 10 years of research on TB vaccines, a critical component of TB control efforts, note scientists at the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health. Their editorial, co-authored by NIAID Director Anthony S. Fauci, M.D., and Christine Sizemore, Ph.D., appears in the journal Tuberculosis to coincide with the publication of Tuberculosis Vaccines: A Strategic Blueprint for the Next Decade.

The new Blueprint on TB vaccines updates the original one, which was published in 2000 as the result of an NIH-sponsored workshop.

Since that time, TB researchers have assembled a significant pipeline of vaccine candidates and assessed them in clinical trials. However, to transform the field and help make licensure of new vaccines a reality, the editorial co-authors stress, scientists must investigate remaining fundamental questions, including the following:

  • Why does infection with the TB bacterium cause active disease in some people but not others?
  • Why does the current licensed TB vaccine, Bacille Calmette-Gurin, protect children more effectively than adults?
  • What immune responses must effective vaccines elicit to successfully protect against TB?

NIAID, part of the team that helped to develop both iterations of the Blueprint, supports scientists working worldwide to contribute important data to these and other areas of inquiry. The authors also note that along with basic and clinical trial data, recent innovations in systems biology, genomics and bioinformatics, animal modeling, and immunologic and molecular tools will play important roles in developing safe and effective TB vaccines. The authors emphasize that close coordination among biomedical researchers, product developers, funders and TB health care programs worldwide will be essential to eventually develop and deliver new vaccines as part of the global fight against TB.
