Air travel still clogged by hurricane Sandy, but some flights resume

With New York's airports closed and thousands of flights cancelled, it will take days for air travel to return to normal after hurricane Sandy. But precautions taken by airlines could ease the process.

Flooding means it's unclear when New York's LaGuardia Airport will reopen. But as the storm moves inland, limited air travel has resumed in the Northeast.

On Tuesday, for example, Alaska Airlines? morning nonstop from Seattle to Boston was back in action, after being cancelled Monday. While en route, Flight 12 was actually scheduled to land at Boston's Logan Airport a few minutes early.

But many thousands of travelers who were still searching for ways to, from, or through East Coast airports, confronted the following realities:

? Sandy has resulted in over 18,100 flight cancellations so far, including nearly 8,000 on Monday and more than 7,000 on Tuesday.

? The major New York City area airports remain closed with no estimated reopen time.

? Airports in Washington, Baltimore, Philadelphia, and Boston were open but operating with limited flights.

? Passengers are reporting wait times of several hours at most airline call centers.

?Every airline is allowing fee-free changes (and refunds in some cases) for itineraries potentially impacted by the storm,? FlightAware said?in a Tuesday afternoon status report, which contained the flight-cancellation totals.??The best way to make flight changes is on airline websites."?

Some passengers have been helped in rebooking by posting Twitter updates about their plight, with a mention of the airline involved.?Even as airlines work to restore service and rebook passengers, the tally of Sandy-related flight cancellations could grow.

But when the airports do reopen, lessons that airlines learned the hard way from previous storm-induced disruptions to regular service should help the airlines restore service more smoothly and quickly, even if they?re dealing with a substantial backlog.

"It will probably take until the weekend for things to return to normal," Rob Maruster, chief operating officer of New York-based JetBlue Airways, told the Associated Press.

Taking a page from a new bad-weather playbook, airlines that had been tracking Sandy for days moved quickly to cancel flights in advance, keeping passengers from congregating in terminals (nothing good can come of that), aircraft scattered at other airports out of harms way, and flight crews and airport staff rested and fresh for the resumption of business.

"The last few major storms created such gridlock, and such bad will with their best customers,? airlines ?just had to shift their behavior," Kate Hanni, who heads up the passenger advocacy group Flyers Rights, told the AP. "The flying public would rather have their flights pre-cancelled than be sleeping in Chicago on a cot."

UK: Hearing into CIA drones would dent US ties

LONDON (AP) ? Britain's government claims a potential court hearing into the possible role of U.K. spy agencies in aiding covert U.S. drone strikes in Pakistan would jeopardize the three nations' ties.

Noor Khan, 27, a Pakistani man whose father was killed by a drone strike in the Muslim country's northwest in March 2011, has asked the High Court to examine whether British intelligence officials assisted the strike.

A Foreign Office lawyer told the High Court that if a judge approves Khan's request for a full hearing into the CIA's drone program, intelligence sharing with the United States would be put at risk, and links between Washington and Pakistan potentially cast into doubt.

The Foreign Office said Thursday that a decision on whether to grant a hearing is expected before the year's end.

Ultimately, Vilma wants Judge Helen Berrigan to appoint the arbitrator.

?In appointing Tagliabue, Goodell has shown beyond any doubt that he simply cannot be allowed to appoint the arbitrator to adjudicate this matter,? Vilma?s lawyer, Peter Ginsberg, writes in his most recent legal filing, ?and the time has come for the Court to appoint a person who can fairly and impartially resolve the instant dispute according to the standards demanded by federal law.?

In attacking the appointment of Tagliabue, Vilma points to various factors that have been mentioned here in recent days.? Tagliabue works for Covington & Burling, the law firm that represents the NFL in the bounty litigation and other matters.? In 2010, the NFL paid Covington & Burling more than $3.8 million in fees.? In 2010, Tagliabue received $1 million in base compensation from the NFL, along with $7.583 million in deferred compensation and retirement benefits.

Vilma also explains that that, on October 22, he requested more information about money paid to Tagliabue and Covington & Burling since Tagliabue?s tenure as Commissioner ended, along with details regarding legal services provided by Covington & Burling to the NFL and its teams.? Vilma contends that the NFL refused to provide the information.

?Tagliabue cannot serve as an impartial arbitrator without compromising Covington & Burling?s and his representation of Goodell and the NFL,? Ginsberg writes.? ?Any arbitration award short of a total affirmation of Goodell?s punishment conflicts, ostensibly at least, with what is the NFL?s best interests.? Likewise, any arbitration award challenging or rejecting Goodell?s conduct in this matter could jeopardize Goodell?s position in the pending defamation case.? If Tagliabue finds ? as he should ? that Goodell imposed discipline without basis, it follows that Goodell?s comments concerning the purported Bounty Program were reckless or in disregard of the truth.? Tagliabue thus would be in a position of issuing an award that exposes his client to liability for defamation.?

Though the NFL will respond by pointing to the fact that lawyers like Jeff Pash, who works in-house for the league, have served in this same capacity in the past, the fact that Tagliabue has a relationship with a firm that has a lucrative, ongoing, attorney-client relationship with the league creates the appearance of potential impropriety, which usually is enough to trigger judicial intervention.

Either way, we?ll have an answer by next week.? And it won?t be a surprise if Judge Berrigan disqualifies Tagliabue.

Even as Grace Rune battles her own advanced cervical cancer, she's determined to recruit healthy soldiers to the larger fight.

Rune, 46, of Ladera Ranch is working to enlist 10 cancer-free volunteers for a national study that has yielded significant cancer-prevention findings over the years.

Grace Rune, 46, of Ladera Ranch is battling metastatic cervical cancer. In the midst of this, she has committed to recruiting 10 participants from Orange County to enroll in the American Cancer Society's Cancer Prevention Study which hopes to track over 500 people ages 30-65. Orange County enrollment starts next week.

"It's never been a 'Why me?' It's been, 'What am I supposed to change or do?'" she said. "This might sound small, but I think if I can save one person from going through what I've gone through, that will make going through my cancer all worth it. That's what gives me the passion."

Over the next week or so, the American Cancer Society hopes to enroll 500 Orange County adults who have never had cancer for the Cancer Prevention Study, which will last up to 30 years.

It's the third round of a project that started in 1959 and has followed 2.2 million Americans, said Dr. Alpa Patel, an epidemiologist overseeing the study from Atlanta.

Participants must enroll at one of three locations, in Fullerton, Santa Ana or Mission Viejo. A blood sample will be taken as well as a measurement of waist circumference. The process takes about 20 minutes. After filling out an initial health history, participants will respond to surveys every two or three years for the next 20 to 30 years.

"As long as individuals continue to return questionnaires, we will continue to follow them," Patel said. "This type of resource becomes richer with time."

The study aims to enroll at least 300,000 Americans by the end of next year. Questions will cover topics such as diet, lifestyle and weight. All information is kept confidential. For participants who develop cancer, researchers will track their disease and review medical records.

Patel said past research from the study conclusively linked smoking with lung cancer, as well as obesity as a risk factor for developing cancer. She said findings from the first two phases have been published more than 500 times in medical journals.

Patel said she met a volunteer from the original study, now in her 90s, who recalled the days when cancer was a shameful word spoken only in whispers.

"I look from that time to today and the progress we've made," Patel said. "Ways we can make choices in our own lifestyle and own behaviors. We've learned those types of things because two generations of Americans have paid it forward for us to learn those lessons. It is creating a world with a possibility of a lesser burden of cancer for our children's generation than what we have today."

Rune was diagnosed with cancer in 2010. After she underwent a hysterectomy, the cancer spread to her abdomen, and she said she was told she wouldn't live to see 2013.

Rune, an accountant at Hyundai, opted for surgery, chemotherapy and radiation. She'll resume chemo shortly.

"Right now I'm pretty much cancer-free," she said. "I knew it wasn't my time. Now the doctor says instead of this December, I get three more years."

Rune said she's determined to live longer. She said she hopes people will enroll in the study so they can help researchers learn more about what causes cancer.

"It's a huge contribution," she said. "It's so historical. It's such a monumental study."

Donald Trump?s ?big? announcement about Obama revealed

Donald Trump, the real estate mogul, reality TV star and de facto leader of the "birther" movement, made his "big announcement" about President Barack Obama on Wednesday, saying he would give $5 million to a charity of Obama's choice in exchange for releasing his college records and passport application.

"Barack Obama is the least transparent president in the history of this country," Trump said in the video shot from his New York office and uploaded to YouTube. "I'm very honored to have gotten him to release his long-form birth certificate or whatever it may be."

"I have a deal for the president," Trump continued. "If Barack Obama opens up and gives his college records and applications and if he gives his passport applications and records I will give for a charity of his choice--inner-city children in Chicago, American Cancer Society, AIDS research, anything he wants--a check immediately for $5 million."

In an interview with "Fox & Friends" on Monday, Trump said, "I have something very, very big concerning the president of the United States. I will be announcing it sometime probably Wednesday and it's going to be very big."

Jefferson County ballot accidentally asks voters to pick a president of the Untied States

PORT TOWNSEND ? Jefferson County voters are casting their ballots for ?President/Vice President of the Untied States.?

?Yes, it's a typo,? lamented County Auditor Donna Eldridge.

Eldridge and her staff didn't notice the mistake until it was brought to her attention Tuesday by the Peninsula Daily News, which had been alerted by a Port Townsend voter earlier in the day.

The mistake appears on 22,596 ballots that were sent out to voters last Wednesday.

As of Tuesday afternoon, 2,901 had been returned in the all-mail election that ends at 8 p.m. Nov. 6.

?We went over this several times with five staff members, but somehow this one got through,? Eldridge said.

Proofreading is done by teams, with one reading ballot language to the other.

Eldridge said the mistake will not cause confusion or affect the voting process since, as ?with many words, it doesn't matter as long as you have the first letters and the last letters spelled right, people know what you mean.?

Eldridge doesn't think this is the worst ballot mistake to originate from her office.

Then there was the time when a Superior Court judge race was omitted from the ballot.

Eldridge said no one had alerted her to this year's misspelling but heard from voters who thought the president's race was not included on the ballot.

That confusion resulted from state law that requires initiatives to be listed first on the ballot.

Many voters think that the president's race is the most important contest and should be listed first.

?I'm glad you brought this to us on a Tuesday instead of a Friday,? she said, ?because it would have ruined our weekend.?

?This way, we can just think about it a bit and say, 'Hey, we're human.'?

I Hate Progressive Insurance For Waking Me Up Over And Over ...

Tegan is mad at Flo from Progressive. Arguably, it?s her own fault: she leaves the TV on overnight as a sort of background noise. This leaves her and her fianc? at the mercy of whatever commercials run while they?re dozing. A new spot for Progressive insurance that advertises their mobile app features the loud, prominent sound of a vibrating phone. Most TV watchers might glance at their own phones in confusion, but Tegan was asleep, and was on call for work, so when she heard the vibrating sound, she woke up to check her phone.

Thought I?d share my most recent frustration with advertising, the new Progressive commercial. If you watch that unfortunate piece of marketing, you will surely notice the very loud vibrating noises at the end like a cell phone set to vibrate is ringing.

Now, the back story ? my fiance and I usually leave the TV on at a low volume overnight for the background noise, etc. Yes, I know lots of people discourage this and it?s bad for you and whatever, but it works for us. Also, we both work in IT in a position where we are required to be on call for a week at a time for any production emergencies. This week just so happens to be my week on call, so as usual, I keep my work phone on vibrate on my nightstand overnight so if it rings it will wake me up, but not my fiance. I woke up probably 5 or 6 times last night thinking that my phone was ringing, and every time I looked at it nothing was happening. I didn?t know what was going on until that infernal commercial came on again while I was getting dressed this morning and it clicked.

Now I know some people find Flo grating and annoying, but I?ve never cared about her or Progressive that much one way or the other. After this commercial, though, I can say with certainty that Progressive will not be on the list anytime my fiance and I have future insurance needs. Interfering with my sleep is not something I take lightly!

Okay, so it?s not quite a candidate for the ?Worst Ad in America? tournament, but it?s pretty annoying.

Pediatricians Say Organic Foods Reduce Kids' Exposure to Pesticides

Washington, DC--(ENEWSPF)--October 24, 2012. The American Academy of Pediatricians (AAP) has weighed in on the organic food debate recognizing that lower pesticide residues in organic foods may be significant for children. The Academy also notes that choosing organic is based on larger environmental issues, as well as human health impacts like pollution and global climate change. This is the first time the AAP has made a statement on organic foods, concluding that the most important thing for children is to eat a wide variety of produce, and that pediatricians should talk to their patients about the potential health and environmental benefits of choosing organic.

There have been conflicting media reports of the American Academy of Pediatrics? (AAP) recent report on organic foods, published online in Pediatrics. However, the academy is clear that organic foods do provide health advantages by way of reducing exposure to pesticides, especially for children, even reporting ?sound evidence? that organic foods contain more vitamin C and phosphorus. According to the report, ?in terms of health advantages, organic diets have been convincingly demonstrated to expose consumers to fewer pesticides associated with human disease. Organic farming has been demonstrated to have less environmental impact than conventional approaches.? It also goes on to note that organic farming can be competitive and yields comparable to those of conventional farming techniques. AAP recommends that ?pediatricians should incorporate this evidence when discussing the health and environmental impact of organic foods and organic farming while continuing to encourage all patients and their families to attain optimal nutrition and dietary variety.?

The report is described as a clinical report reviewing the health and environmental issues related to organic food production and consumption. It defines the term ?organic,? reviews organic food-labeling standards, describes organic and conventional farming practices, and explores the cost and environmental implications of organic production techniques. It also examines the evidence available on nutritional quality and production contaminants in conventionally produced and organic foods.

?At this point, we simply do not have the scientific evidence to know whether the difference in pesticide levels will impact a person?s health over a lifetime, though we do know that children ? especially young children whose brains are developing ? are uniquely vulnerable to chemical exposures,? said Joel Forman, MD, FAAP, a member of the AAP Council on Environmental Health and one of the lead authors of the AAP clinical report. ?Pediatricians want families to have the information they need to make wise food choices,? said Dr. Forman. ?We hope that additional research will improve our understanding of these issues, including large studies that measure environmental exposures and neurodevelopment.?

On Nutritional Content
In its analysis, the AAP notes that research comparing the nutritional value of conventionally grown produce and organic produce is ?not definitive,? citing that nutritional content is affected by various factors including geographic locations, soil characteristics and climatic conditions. The report finds that better quality research that accounts for these many variables is needed to make accurate comparisons, and concludes that at this time, there is no convincing evidence of a substantial difference between the nutritional content of organic and conventional foods.

On Milk and Meat
The AAP also notes here that due to variability in cattle breeds and genetics, comparisons of milk composition must be ?interpreted with caution.? In reviewing the scientific literature, AAP finds little significant differences in compositions, but organic milk does have slightly more protein than conventional milk, and milk derived from organic and non-organic low input systems yield milk higher in conjugated linoleic acid. AAP also notes that hormone supplementation, which is prohibited in organic, does not adversely impact nutritional composition of conventional milk, but the ?biological effects in humans, if any, are unknown.? Furthermore, AAP states that studies are needed to investigate the risks to women who eat hormone-treated animals and the development of breast cancer. The AAP calls for large, well-designed, prospective cohort studies that directly measure environmental exposures, such as estrogen at low levels, to understand the impact of hormonal exposure of children through milk and meat.

On Antibiotics
On the nontherapeutic use of antibiotics in livestock, AAP notes that the evidence is clear that the use of these agents can promote the development in drug-resistant organisms, which can then spread through the food chain. Organic farming, which prohibits the use of nontherapeutic antibiotics, therefore reduces this threat and, by extension, lowers the risk of human disease caused by drug-resistant organisms.

On Environmental Impacts
Organic farms use less energy and produce less waste, have soils with higher organic quality and water retention. A review of studies found that organic systems can have comparable productivity to conventional fields, while using less pesticides and reducing environmental pollutions.

A recent survey reveals that organic is, in fact, growing. Organic growers in the U.S. sold more than $3.5 billion organically grown agricultural commodities in 2011. Contrary to reporting on the recent Stanford University study that mischaracterized the value of purchasing expensive organic food, the study found that consumers are exposed to elevated levels of pesticides from conventionally grown food. The reporting ignored the study?s reference to pesticide residues on chemically grown food, as well as the broader benefits of organic practices that protect farmers and farmworkers, air and water quality, wildlife and biodiversity. Organic foods have been shown to reduce dietary pesticide exposure and children who eat a conventional diet of food produced with chemical-intensive practices carry residues of organophosphate pesticides that are reduced or eliminated when they switch to an organic diet. Studies have found additional health benefits to eating organic. A ten-year University of California study, which compares organic tomatoes with chemically grown produce, finds that they have almost double the quantity of disease-fighting antioxidants called flavonoids. A comprehensive review of 97 published studies comparing the nutritional quality of organic and conventional foods shows that organic plant-based foods (fruits, vegetables, grains) contain higher levels of eight of 11 nutrients studied, including significantly greater concentrations of the health-promoting polyphenols and antioxidants. A study by Newcastle University, published in the Journal of Science of Food and Agriculture, finds that organic farmers who let their cows graze as nature intended are producing better quality milk.

In addition, the adoption of organic methods, particularly no-till organic, is an opportunity for farming both to mitigate agriculture?s contributions to climate change and to cope with the effects that change has had and will have on agriculture. Good organic practices can both reduce fossil fuel use and provide carbon sequestration in the soil through increased soil organic carbon. Higher organic soil carbon levels then increase fertility and the soil?s ability to endure extreme weather years.

Beyond Pesticides advocates in its program and through its Eating with a Conscience website choosing organic because of the environmental and health benefits to consumers, workers, and rural families. The Eating with a Conscience database, based on legal tolerances (or allowable residues on food commodities), describes a food production system that enables toxic pesticide use both domestically and internationally, and provides a look at the toxic chemicals allowed in the production of the food we eat and the environmental and public health effects resulting from their use. The Texas Longhorns face off against the Kansas Jayhawks this coming Saturday morning in Lawrence for a morning kickoff on FOX Sports Net.

This one has all the trappings of a potential trap game for Texas? the cold weather, the possibility of taking Kansas for granted, an early kickoff etc.? but in reality, should be seen by Mack Brown and his squad as a chance to make a statement.

The Red Raiders travel to Manhattan, Kansas this Saturday to take on the Kansas State Wildcats in one of the most anticipated match-ups of the day.

A Tech win over K-State would instantly alter the landscape of the Big XII race, and provide even greater incentive for Texas to carry momentum over from a convincing win over Kansas into a battle with the Red Raiders on the High Plains. While a Tech loss might make this game less urgent, Texas still would have plenty to prove, regardless.

The Oklahoma Sooners match-up with the Notre Dame Fighting Irish this Saturday also has substantial implications for the rest of the season. If Notre Dame can pull off what appears to be the impossible, and knock off the Sooners in Norman, we could see multiple new one-loss teams by next Sunday.

The moral of the story for Texas is that there is plenty of football left to be played.

The story of the 2012 season is still in it?s opening chapters with plenty left to be written.

A dominating win over the Kansas Jayhawks on Saturday could be just what Texas needs to make sure they control their destiny in November and not the opposite.

Libyan Business Women in Rome Training Course

Seven Libyan business women from various sectors and segments of the society will be in Rome through 28 October on a training course dealing with the themes of equal opportunity and social inclusion. The are on a project, introduced at the foreign ministry in Rome, and organised by the Associazione Pari o Dispari with the support of the MFA and ENI.

Among those present at the meeting, where discussions ranged from civil rights to the inclusion of women in the society and economics, were Italy's Under-Secretary for Foreign Affairs Marta Dass?, Vice President of the Senate Emma Bonino and Director General for Development Cooperation Elisabetta Belloni.

Women in Diplomacy

Dass? placed the accent on the government?s interest in gender issues, referring in particular to the Mediterranean region and to the massive social changes under way there.

She also pointed out the foreign ministry?s organisation this past July of the international conference Women in Diplomacy (WID), which will have an important follow-up with the launch in February of the WID Winter School: a workshop for young Mediterranean women intending to seek international careers.

Emma Bonino expressed the hope that this training course would not be an isolated event, ?but rather the start of a continuing dialogue capable of helping Libyan women in their ambitious struggle for freedom.

She added: ?As European women we shall do everything possible to help?. Among the participants in the course is the Alaa Murabit, founder of The Voice of Libyan Women, an NGO concerned with the women?s development in the areas of politics and economics.

Matt Hughes close to retirement, wants to open 'judging academy ...

UFC Hall of Famer Matt Hughes has been saying for a little while that he's likely retired, but hasn't officially hung em up yet. He was a guest on The MMA Hour with Ariel Helwani today and basically had the same thing to say - he wouldn't completely rule out another fight, but he's definitely leaning towards retirement. It appears that he has lost some of his desire to compete:

"I wouldn't say I've closed the door [on my career], but I've got my hand on the door handle," Hughes said on Monday's edition of The MMA Hour. "You know it's been over a year since I've fought, and I've having a good time with my family raising my kids, which I think is a bigger thing than me competing, making sure my family is raised right. So I'm having a good time at home with the family, and kind of, maybe, lost the desire just a little bit to compete. I'm not retired yet, but it is looking like that's where I'm going."

His wife and Dana White had been leaning on him to retire, saying that he has nothing left to prove in the sport. He defended Dana, saying that he understands now that White's retirement talk was fair and he understands it better now after a year on the sidelines:

"A year ago, I was 100-percent go," Hughes recalled. "I wanted to compete, was wanting to know who the next opponent he was thinking of. And now, within a year, it's turned into, maybe [Dana's] right. I am a year older, and don't move the way I used to. I was not very happy a year ago, but after a year I can see what he was saying and now I see why he was saying what he did."

One thing he has turned his attention towards is possibly working with the UFC to create an 'academy' to help MMA judges all get on the same page with scoring, since it varies so much from person to person. He also shares what he thinks is most important in scoring - damage:

"When I'm a judge, I can only help the fighters that are right in front of me," Hughes explained. "I would rather have a piece of a school, or help these judges figure out the best way to judge. Of course, I wouldn't be the lead person. I wouldn't want any financial interest in it whatsoever. But by gosh, these judges need to have some knowledge. They can't go from a boxing atmosphere and think that [MMA] is going to be the same way. You just can't."

"I've judged a lot of matches and I've reffed a lot of matches, and so I think I could help out in figuring out what the best criteria is. My number one criteria when it comes to judging a mixed martial arts fight is damage. Whoever does the most damage probably ought to win the round. If you're on bottom, if you're on top, if you're on your feet, whoever does the cumulative most damage in a round, is probably going to win. And some of these judges think that because one guy was on top the whole five minutes, just because he was on top, they think he should have won the round. The bottom guy could have been throwing great elbows, creating a huge amount of damage, but they just don't see that."

I like the idea of it, but White has been quite insistent that the UFC doesn't handle judging and it's on the commissions, so Hughes might have to work with them. Either way, it's good that he's still interested in giving back to the sport, and I'm sure he has a lot of wisdom to offer.

Teachers' union drops case contesting health insurance law ...

AUGUSTA, Maine ? The union that represents most of Maine?s public school teachers has abandoned its efforts to block a law that requires school districts? health insurers to provide the districts with data on their employees? claims history.

The Maine Education Association said it was dropping its lawsuit against Maine?s insurance superintendent, Eric Cioppa, because it was unlikely to succeed if it kept fighting the law?s implementation in court.

?For financial reasons, it made no sense to continue the lawsuit,? MEA president Lois Kilby-Chesley said in a prepared statement. ?We will comply with the law.?

Gov. Paul LePage welcomed the MEA?s decision. ?School systems can now generate savings from their health insurance programs to reinvest in the classroom instead of wasting time and money fighting frivolous lawsuits,? he said in a statement.

The case centered around a law the Legislature passed and LePage signed last year that allowed school districts to request their employees? aggregate insurance claims history from their insurers so they could more easily shop around for cheaper health insurance coverage.

Nearly all of Maine?s school districts insure their teachers and many of their other employees through the MEA Benefits Trust, which has contracted with Anthem Blue Cross to provide insurance. The MEA plan covers about 70,000 people, said Christine Burke, the Benefits Trust?s executive director.

The MEA last October filed a lawsuit in U.S. District Court in Maine, claiming that forcing Anthem to release employees? claims history would violate the union?s contract with the insurer, and that the employee claims history was the property of the MEA Benefits Trust and couldn?t be taken from the union.

A federal judge in February denied the union?s request for an injunction that would have stopped the state from enforcing the new law. The union subsequently took its case to the First Circuit Court of Appeals in Boston. That court ruled late last month that the union stood little chance of succeeding in its efforts to block the law.

The union decided to drop its lawsuit following that opinion.

?We were just throwing good money after bad in trying to litigate this,? Burke said. ?It just didn?t make sense.?

Burke said about 70 school districts so far have requested the claims history for their employees. It?s uncertain, however, whether that means many districts will end up pursuing coverage outside of the MEA Benefits Trust.

If many districts end up leaving the MEA plan, Burke said, the districts that stay will inevitably be those that are more expensive to insure.

?If a number of the good-performing districts decide to go off on their own, we?ll have difficulty staying afloat,? she said. ?We?re going to fight really hard to stay alive. We have to show the districts the value of staying with the trust.?

(AP) ? A 28-year-old Tunisian who was caught on security camera stealing from a man who had fallen onto the tracks on the Stockholm subway and then leaving him to be hit by a train was sentenced Tuesday to 1 ? years in prison for theft.

A Swedish court ordered Nadar Khiari to pay $1,800 in damages to his victim and ruled that he will be deported after serving his sentence. He was not charged with leaving the man on the tracks, since Swedish law does not require people to help.

The September incident stirred outrage in Sweden after the footage was broadcast on TV and went viral around the world.

The video shows the drunk victim falling from a subway platform. Khiari then jumps onto the tracks, steals his belongings and leaves him there. The victim was hit by a train and lost a foot, but survived.

The court wrote that the victim had been "in a particularly vulnerable position, lying intoxicated and injured on the subway track without any opportunity to protect himself, in danger of being killed or being seriously injured. Nadar Khiari must have been fully aware of this."

Khiari confessed to stealing the man's cell phone, a silver case and a gold necklace, saying he was unemployed and needed money for food and medicine. He apologized for not alerting subway staff that there was a man on the tracks.

He was also convicted of another theft, committed in August. It was not immediately clear whether he would appeal the ruling.

FDA approves Eisai's drug to treat epileptic seizures

(Reuters) - U.S. health regulators approved Japanese drugmaker Eisai Co Ltd's Fycompa tablets to treat partial seizures in epileptic patients, saying current treatments on the market were unsatisfactory in controlling seizures in some patients.

Eisai's drug, chemically known as perampanel, works by blocking the action of the neurotransmitter glutamate, which may cause excessive electrical activity in the brain, resulting in seizures.

"It is important to have a variety of treatment options available for patients with epilepsy," said Russell Katz, an official at the U.S. Food and Drug Administration's Center for Drug Evaluation and Research.

The drug was approved specifically for epileptic patients aged 12 and above, based on Fycompa outperforming a placebo in three clinical studies, the FDA said.

Dizziness, weight increase, blurred vision and excessive sleep were among some of the most common adverse events reported by patients taking Fycompa.

The drug will carry a boxed warning alerting prescribers and patients about the risks of aggression, anger, anxiety, paranoia and agitation among other mental status changes, the health regulator said.

The drug will be sold along with a patient medication guide containing instructions on its use and drug safety information.

For YA 2011 to YA 2015, the PIC scheme allows up to 400% tax deduction or allowance (up to S$400,000) on each of the six qualifying activities:

  • Acquisition or leasing of PIC Automation Equipment* (223KB);
  • Training of employees;
  • Acquisition of Intellectual Property Rights;
  • Registration of patents, trademarks, designs and plant varieties;
  • Research and development activities; and
  • Design projects approved by Design Singapore Council .

* PIC Automation Equipment means:

  • Any automation equipment that is prescribed by the Minister for the purposes of PIC (refer to?PIC Automation Equipment List); or
  • Any automation equipment which the Minister or the Comptroller of Income Tax has approved as PIC automation equipment on a?case-by-case basis.

Note: There is a restriction where you need to apply for iSPRINT first and have it approved before you apply for the PIC scheme. You cannot apply for iSPRINT if you have PIC approved before that.

iSPRINT (Packaged Solutions) ???????????????????????

The iSPRINT (Packaged Solutions) grant covers both basic and intermediate packaged solutions, and provides businesses with up to 70% of qualifying costs, capped and $2,000 and $20,000 respectively.

  • Whether SMEs have any existing software/ system that performs a similar set of functions as the Packaged Solution that SME purchased;
  • Size of SME?s operations, impact and complexity of project; and

How does your business qualify?

Your business must meet the following requirements to qualify for iSPRINT:

1. You are a local SME with

  • Minimum 30% local shareholding AND
  • Company?s Group annual sales turnover not more than S$100 million OR
  • Company?s Group employment size not more than 200 workers

2. You do not already own/ use any other solutions that you are going to adopt (i.e. accounting, payroll or POS solution).

iSPRINT Funding For Customised Solutions

This scheme is suitable if you are planning to implement a customised infocomm solution such as customer relationship management (CRM) and enterprise resource planning (ERP) solutions. You can also use the grant to cover any associated consultancy service fees and training costs related to these types of software. Customised solutions that require extensive development efforts and business re-engineering, and you should contact IDA to get advice on the assistance that is suitable for your infocomm project.

Innovation and Capability Voucher (ICV) by Inland Revenue Authority of Singapore

ICV replaces the old Innovation Voucher Scheme (IVS), which previously only supported technology innovation services. The S$5,000 voucher now allows businesses to pay for services in three more areas ? Productivity, Human Resources Development and Financial Management.

You should remember that:

  • Technology innovation services under the previous IVS are still supported under ICV. These include technical feasibility studies, support and knowledge development, which are categorised as Innovation under ICV.
  • A business may apply for two vouchers per area. The vouchers can be redeemed for supported services at any of the 120 service providers participating in the ICV scheme. Companies that wish to further upgrade their capabilities in any of the areas may tap other assistance programs.
  • ?To be eligible for ICV, your local business must be:
    • Physically present and registered in Singapore
    • Have at least 30% local shareholding, and;
    • Have group annual sales of not more than $100 million?or?group employment size not exceeding 200 workers
  • Each ICV project must be completed before a new application will be considered. The duration for each project should not exceed six months.

Santo Domingo.- Sans Souci Ports president Lisandro Macarrulla on Sunday said to achieve the tourism sector?s objectives as president Danilo Medina proposed during his campaign, cruise tourism must be maximized.

He said Santo Domingo must be adequately exploited as a destination, because it hosts the country?s biggest cultural events. "It takes a serious marketing and efficient plan exclusive to the city of Santo Domingo, which allows increasing the number of travelers who visit us."

Box-office activity slows for 'Paranormal,' Perry

Scary movie fans are still into "Paranormal Activity," though the horror franchise looks as though it's starting to run out of steam at the box office.

Paramount's "Paranormal Activity 4" debuted at No. 1 with $30.2 million, a big drop from the $40 million and $50 million opening weekends of the last two installments, according to studio estimates Sunday.

Perpetual hit maker Tyler Perry failed to find an audience for his new persona as ace crime solver. Summit Entertainment's "Alex Cross," starring Perry as author James Patterson's brilliant criminal profiler, was a dud, opening at No. 5 with $11.8 million.

Perry has written, directed and starred in a string of hits featuring his sassy grandma Madea, which mostly have had opening weekends two and three times bigger than that of "Alex Cross." Fans didn't buy into Perry as Cross as the police detective goes up against a diabolical serial killer.

"He's become so identified and so successful with the Madea franchise that when he steps outside of that, it doesn't necessarily follow that the audience is going along with him," said Paul Dergarabedian, an analyst for box-office tracker Hollywood.com. "It's fun for him to stretch out a little bit, but it didn't really pay off."

Ben Affleck's Iran hostage tale "Argo" held up well in its second weekend, remaining at No. 2 with $16.6 million, dropping just 15 percent from its debut. Big studio releases often drop 50 percent or more in subsequent weekends, but "Argo" has proven a hit with critics and audiences alike, earning Academy Awards buzz and strong word of mouth that should give it a long run at theaters.

Affleck, who also directed "Argo," plays a CIA specialist who concocts a wild plan to rescue six Americans hiding in Tehran after the 1979 takeover of the U.S. embassy there.

Released by Warner Bros., "Argo" raised its domestic total to $43.2 million.

Liam Neeson's action sequel "Taken 2," which had been No. 1 the previous two weekends, slipped to fourth-place with $13.4 million, lifting the 20th Century Fox release's domestic haul to $106 million.

Adam Sandler's animated hit "Hotel Transylvania," from Sony Pictures, also held up well at No. 3 with $13.5 million, pushing its domestic earnings to $119 million.

While domestic revenues were way down for the fourth "Paranormal Activity" flick, the franchise remains a big moneymaker for distributor Paramount. "Paranormal Activity 4" was produced on a tiny budget of $5 million, continuing the franchise's trend of turning minimal investments into tidy profits.

"For us, the focus is always, what are these movies made for and how profitable are they? Within Paramount, it's a colossal success," said Don Harris, the studio's head of distribution. "A $5 million movie that has an opening weekend of over $30 million, it's really kind of irrelevant what No. 2 or No. 3 did. The movies really stand on their own."

Overseas, "Paranormal Activity 4" had a good start with $26.5 million in 33 countries, giving it a worldwide total of $56.7 million.

In limited release, Fox Searchlight's acclaimed drama "The Sessions" did solid business, opening with $121,005 in four theaters in New York City and Los Angeles, for a healthy average of $30,251 a cinema. By comparison, "Paranormal Activity 4" averaged $8,851 in 3,412 theaters.

"The Sessions" stars John Hawkes and Helen Hunt in the true-life story of a man paralyzed by polio and stuck in an iron lung most of his life, who hires a sexual surrogate so he can lose his virginity. The film expands to more cities over the next month.

While "Paranormal Activity 4" fell short of the franchise's third installment, which opened over the same weekend last year, overall Hollywood revenues continued to rise after a late-summer slump.

Strong holdovers such as "Argo," ''Hotel Transylvania" and "Taken 2" made the difference, with domestic business totaling $131 million, up 8 percent from the same weekend a year ago, according to Hollywood.com. Revenues were up for the fourth-straight weekend.

"Last year, the box office was so top-heavy with 'Paranormal Activity 3,' and the rest of the films really underperformed," Dergarabedian said. "This year, we have a much more balanced lineup."

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.
