Progress seen in last-minute 'fiscal cliff' talks

WASHINGTON (AP) ? Working against a midnight deadline, negotiators for the White House and congressional Republicans in Congress narrowed their differences Monday on legislation to avert across-the-board tax increases.

Congressional officials familiar with talks between Vice President Joe Biden and Senate Republican leader Mitch McConnell said one major remaining sticking point was whether to postpone spending cuts that are scheduled to begin on Jan 1.

Republicans want to replace across-the-board reductions with targeted cuts elsewhere in the budget, and the White House and Democrats were resisting.

At the same time, Democrats said the two sides were closing in on an agreement over taxes. They said the White House had proposed blocking an increase for most Americans, while letting rates rise for individuals with incomes of $400,000 a year and $450,000 for couples, a concession from President Barack Obama's campaign call to set the levels at $200,000 and $250,000.

Any overall deal was also likely to include a provision to prevent a spike in milk prices with the new year, extend unemployment benefits due to expire and protect doctors who treat Medicare patients from a 27 percent cut in fees.

Both the House and Senate were on track to meet on the final day of the year, although there was no expectation that a compromise could be approved by both houses by midnight, even if one were agreed to.

Instead, the hope of the White House and lawmakers was to seal an agreement, enact it and send it to Obama for his signature before taxpayers felt the impact of higher income taxes or federal agencies began issuing furloughs or taking other steps required by spending cuts.

Regardless of the fate of the negotiations, it appeared all workers would experience a cut in their-home pay with the expiration of a two-year cut in payroll taxes.

Officials who described the negotiations did so on condition of anonymity, citing the confidential nature of the discussions.

A spokesman for McConnell, Don Stewart, said the Kentucky lawmaker and Biden "continued their discussion late into the evening and will continue to work toward a solution. More information as it becomes available."

Unless an agreement is reached and approved by Congress by the start of New Year's Day, more than $500 billion in 2013 tax increases will begin to take effect and $109 billion will be carved from defense and domestic programs

Though the tax hikes and budget cuts would be felt gradually, economists warn that if allowed to fully take hold, their combined impact ? the so-called fiscal cliff ? would rekindle a recession.

"This whole thing is a national embarrassment," Sen. Bob Corker, R-Tenn., said Monday on MSNBC, adding that any solution Congress would swallow at this late stage would be inconsequential. "We still haven't moved any closer to solving our nation's problems."

In a move that was sure to irritate Republicans, Reid was planning ? absent a deal ? to force a Senate vote Monday on Obama's campaign-season proposal to continue expiring tax cuts for all but those with income exceeding $200,000 for individuals and $250,000 for couples.

In one sign of movement on Sunday, Republicans dropped a demand to slow the growth of Social Security and other benefits by changing how those payments are increased each year to allow for inflation.

Obama had offered to include that change, despite opposition by many Democrats, as part of earlier, failed bargaining with House Speaker John Boehner, R-Ohio, over a larger deficit reduction agreement. But Democrats said they would never include the new inflation formula in the smaller deal now being sought to forestall wide-ranging tax boosts and budget cuts, and Republicans relented.

"It's just acknowledging the reality," Sen. Susan Collins, R-Maine, said of the GOP decision to drop the idea.

There was still no final agreement on the income level above which decade-old income tax cuts would be allowed to expire. While Obama has long insisted on letting the top 35 percent tax rate rise to 39.6 percent on earnings over $250,000, he'd agreed to boost that level to $400,000 in his talks with Boehner. GOP senators said they wanted the figure hoisted to at least that level.

Senators said disagreements remained over taxing large inherited estates. Republicans want the tax left at its current 35 percent, with the first $5.1 million excluded, while Democrats want the rate increased to 45 percent with a smaller exclusion.

The two sides were also apart on how to keep the alternative minimum tax from raising the tax bills of nearly 30 million middle-income families and how to extend tax breaks for research by business and other activities.

Republicans were insisting that budget cuts be found to pay for some of the spending proposals Democrats were pushing.

These included proposals to erase scheduled defense and domestic cuts exceeding $200 billion over the next two years and to extend unemployment benefits. Republicans complained that in effect, Democrats would pay for that spending with the tax boosts on the wealthy.

"We can't use tax increases on anyone to pay for more spending," said Sen. Kay Bailey Hutchison, R-Texas.

Both parties also want to block an immediate 27 percent cut in reimbursements to doctors who treat Medicare patients. Republicans wanted to find savings from Obama's health care bill as well as from Medicare providers, while Democrats want to protect the health care law from cuts.

(AP) ? Chan Gailey was fired by the Buffalo Bills after three losing seasons.

The announcement came Monday, a day after the Bills closed out another disappointing season with a 28-9 win over the New York Jets.

Buffalo finished 6-10, and Gailey leaves with a 16-32 record. There was no immediate word on the status of general manager Buddy Nix.

In a hopeful season after signing star defensive end Mario Williams to a $100 million contract, the Bills reverted to their ways of the past, failing to make the playoffs for a 13th straight year, the NFL's longest active drought.

Gailey met with his players during the team's annual exit meetings and informed at least one of his players that he expected to be fired.

Gailey addressed reporters for a little over a minute, and declined to take questions.

He thanked both Nix and team owner Ralph Wilson for the opportunity, and said he understood the reasons behind the decision. Gailey also announced that his entire staff had been fired.

"I understand this is a business. We didn't get the job done," Gailey said, reading from a Bills pad on which he had jotted down a few notes. "I've been called two other times to get things turned around, was able to do it. We weren't able to get this one done soon enough and I understand that completely."

Gailey's eyes then welled with tears when he credited Bills fans for their loyalty, and Buffalo for being a passionate football city.

"I think that the next staff will have a great opportunity for success, and make this another great football franchise," Gailey said. "This will probably be, and I say probably, but I think it will be the first place that's ever fired me that I'll pull for."

Gailey had at least one more season left on his contract.

It's the latest twirl of the coaching carousel in Buffalo.

The Bills are on their fifth coaching search since Wade Phillips was fired following the 2001 season. Phillips, who took over in 1998 after Hall of Famer Marv Levy retired, was the last coach to get the Bills to the playoffs. That was in the 1999 season, when Buffalo lost the AFC wild-card playoff to Tennessee on a last-second kickoff return, the "Music City Miracle."

Gailey took over in January 2010 after a tumultuous season in which Dick Jauron was fired in November, leaving defensive coordinator Perry Fewell to finish out the season on an interim basis.

It's unclear whether Nix will be overseeing the next coaching search. Nix was at the Bills' facility on Monday.

This was Gailey's second NFL head coaching job. He went a combined 18-16 in two seasons at Dallas before being fired following the 1999 season despite leading the Cowboys to the playoffs each year. He spent six years as head coach at Georgia Tech, where he had a 44-32 record before being fired after the 2007 season.

Sony's PlayStation 2 to be discontinued in Japan: Is this (finally) goodbye?

Launched back in 2000, the successor to the original PlayStation featured a 295 MHz processor with 32 MB of memory. Nobody expected Sony's gaming console to break sales records with more than 155 million units sold around the world, but it seems the iconic console is heading for retirement. Sony announced that it has ceased shipping the PlayStation 2 in Japan, the country where the system was originally launched over 12 years ago.

It's not clear if shipments will be halted in other regions as well, but given the age of the PS2 we could be looking at the beginning of the end. With the PlayStation 4 under development, and the PlayStation 3 turning seven next year, it seems only logical to slowly say goodbye to the best-selling console worldwide. However the gaming system is still quite popular among consumers: one million units were sold last year. Games are also still being made, like FIFA 13 and PES 2013 which were released not too long ago.

It could be that Sony will continue to ship the console in markets as Brazil, India and China where sales are still relatively high. To put things in perspective: the PS2 was launched just three years ago in Brazil. When the PS4 comes out in America and Europe, it's likely that the PS3 will be positioned as the budget console in Sony's?line-up.

5 kids, 1 adult die when SUV goes into creek

JACKSON, Miss. -- Five young siblings and one adult died early Saturday when a sport utility vehicle went off an eastern Mississippi road and plunged into a rain-swollen creek, authorities said.

Neshoba County Sheriff Tommy Waddell said the victims appear to have drowned after their Dodge Durango left a county road 20 miles southeast of Philadelphia just after midnight Saturday.

Deputy County Coroner Marshall Prince identified the five children who died as ?Dasyanna John, 9; Duane John, 8; Bobby John, 7; Quinton John, 4; and 18-month-old Kekaimeas John. Family friend Diane Chickaway, 37, also died. The sheriff said all were members of the Mississippi Band of Choctaw Indians and lived in the Pearl River community east of Philadelphia, where the tribe operates a large casino complex.

The father of the children, Dewayne John, escaped the vehicle and remains hospitalized for hypothermia and water inhalation. The children's mother, Deanna Jim, and Chickaway's husband, Dale Chickaway, also survived. The group was traveling to Conehatta, another Choctaw community, with Dewayne John driving. Waddell said he has been tested to see if he was under the influence of alcohol, though he said official results aren't in. If officials decide to file charges, Waddell said they probably wouldn't act until Wednesday.

It appears none of the nine occupants of the vehicle were wearing seat belts or were in child restraints, the sheriff said.


"It's always sad to hear of the death of a tribal member, but today our tribe experienced a great tragedy with the loss of six beautiful Choctaw souls. I cannot begin to imagine what the friends, relatives and loved ones are feeling," Tribal Chief Phyliss J. Anderson said in a statement. "There are no words that can express our sincere condolences to such a horrific accident. I join many of you in the outpouring display of love and support shown to the families during this difficult time. Our thoughts and prayers are with them."

The crash happened on County Road 107, in a rural area near the Neshoba-Newton county line. Heavy rains have deluged the area in recent days, raising the water level of what Waddell described as a normally small creek. The SUV ran off the left side of the road into the creek near the Kitchner community.

The sheriff said it wasn't raining and there was no ice on the road. "This accident is not weather related at all," he said.

Divers from the Philadelphia fire department had to be called to find the submerged vehicle. Prince said the vehicle was pulled from the water after 3 a.m. In addition to the 30 emergency workers, about 20 Choctaw tribal members gathered at the site, he said.

"It looked like he has just run off the road and went into the water," Prince said. "It was deep and swift. The vehicle was completely submerged."

Waddell said the bodies have been sent to Jackson for autopsies. The Mississippi Highway Patrol will reconstruct the accident starting Sunday to learn more.

Tribal spokeswoman Misty Dreifuss said funeral arrangements would likely be made Sunday. She said the children are expected to be buried together. Dreifuss said word of the deaths spread quickly through the 10,000-member tribe and that members "definitely have been hit pretty hard."

Waddell said that he can't recall a deadlier accident in the county in his 26 years of law enforcement.

IF YOU know someone who deserves recognition for the good deeds they do, you need to do a good deed first and nominate them.

There's only about a week to go before Mackay Regional Council Australia Day award nominations close and in some categories the lack of entries is a real concern, according to corporate communications manager Ken Furdek.

"We often see a noticeable increase in nominations in the first week of the new year, and we're hoping that will be the case this year, but submissions for the two new categories are really concerning," Mr Furdek said.

"These are the South Sea Islander Achievement Award, which is a one-off for 2013 because it marks their 150 years of settlement, and the Environmental Achievement Award.

"The other area where we notoriously struggle for nominations is Sarina, and this happens every year.

"There are a lot of people in Sarina who do a lot of good things, and we need these worthy people to be nominated." Mr Furdek said people may have misconceptions about the type of people who could be nominated for an award.

"This is for people who do something for their community, people who do good deeds, and that can be mowing a neighbour's lawn every week.

"They don't need to be outstanding achievers," Mr Furdek said.

The 2012 Young Citizen of the Year, Cale Hutchins, also is encouraging people to put in nominations.

"Come hell or high water the people of Mackay always chip in," Mr Hutchins said.

"We have some real community heroes and fantastic volunteers out there that deserve recognition, even though they don't do these things for rewards."

Senate renews warrantless surveillance act

The U.S. Senate Friday voted?overwhelmingly in favor of keeping a?George W. Bush-era surveillance law that will allow continued warrantless surveillance of Americans for the next five years.

The Senate's 73-23 vote on the Foreign Intelligence Surveillance Act (FISA) is an extension of the warrantless wiretapping law that grants legal immunity to telecommunications providers in order to continue to assist intelligence agencies with monitoring communications.

In addition to phone calls, text messages and emails may also be obtained by investigators for counterterrorism purposes, an easy assertion for law enforcement to make, Gizmodo reports.

The Electronic Frontier Foundation, an Internet rights advocacy organization, claimed in a statement that the act "allows the government to get secret FISA court orders???orders that do not require probable cause like regular warrants???for any emails or phone calls going to and from overseas. The communications only have to deal with "foreign intelligence information," a broad term that can mean virtually anything. And one secret FISA order can be issued against groups or categories of people???potentially affecting hundreds of thousands of Americans at once."

"Incredibly, the Senate rejected all the proposed amendments that would have brought a modicum of transparency and oversight to the government's activities," the EFF said?Friday?after the vote.

The bill is now headed for President Obama's desk where he is expected to sign it. Although an identical bill elicited contentious debate in 2008, a different political climate made passage much easier now.

"This is the last opportunity for the next five years for the Congress to exercise a modest measure of real oversight over this intelligence surveillance law," Sen. Ron Wyden,?D-Oregon, told the press before the vote. "It is not real oversight when the United States Congress cannot get a yes or no answer to the question of whether an estimate currently exists as to whether law abiding Americans have had their phone calls and emails swept up under the FISA law."

Wyden had introduced an amendment to the bill that would have forced the National Security Agency?to disclose how many Americans had been affected by FISA. Since 2009 the agency has refused to share that information on the basis that it would violate the privacy of those affected.?

Woman set on fire in L.A. as she sleeps on bench

LOS ANGELES (AP) ? For more than 10 years, the homeless woman slept on the same plastic bus stop bench at a busy intersection in the San Fernando Valley, no matter how cold it was or if it was raining.

The 67-year-old, described by one church volunteer who saw her regularly as the "sweetest lady on the street," was nestled in her regular spot early Thursday when the unthinkable happened: A man came out of a nearby drug store, doused her with a flammable liquid and set her ablaze.

She was taken to a hospital, where she was listed in critical condition.

Witness Erickson Ipina called 911, and police arrested Dennis Petillo, 24, a short time later. He was booked for investigation of attempted murder and was held on $500,000 bail. It wasn't immediately known if he had retained an attorney.

"He just poured it all over the old lady," Ipina told reporters at the scene. "Then he threw the match on her and started running."

Police provided no possible motive and released no details on Petillo. The victim's name also was withheld.

LAPD Deputy Chief Kirk Albanese told the Los Angeles Times it was unclear whether Petillo spoke to the woman before he allegedly set her ablaze.

"There was no incident or dispute or clear motivation for this horrific attack. He did not know his victim. It defies explanation," Albanese said. "He is not of sound mind. ... The motive is mental illness."

The attack shocked nearby residents, and later Thursday about a dozen people held vigil around the charred bench, urging motorists to honk their horns in support of homeless rights. One sign placed on the bench read, "Our Prayers to Violet," believed to be the victim's first name.

Tej Deol, 31, who resides at a nearby sober living house, said the woman made the bench her home and often could be found sleeping there after sundown. He said he saw her Christmas Eve, getting ready to eat some soup.

"I told her, 'Merry Christmas and happy New Year,' and she said she was doing good," Deol said. "She was so kind. She was happy to have someone talk to her."

Thursday's incident was at least the third in Los Angeles County since October where people were set on fire.

Last week, a 55-year-old man was seriously injured when he was torched as he slept outside a doughnut shop in Norwalk. Two months earlier, Long Beach police said Jacob Timothy Lagarde, 27, threw a lit Molotov cocktail at a man who had been waiting for his father outside a store. Lagarde has since been charged with attempted murder and five other counts.

Los Angeles police are investigating whether Petillo might be tied to any other similar crimes, but at this point detectives don't believe he is, Cmdr. Andrew Smith said.

As the number of flowers and candles around the scorched bench grew Thursday, people who knew the victim tried to comprehend why a woman who seemed so benign could be so viciously attacked.

Robert Wyneken, 75, who volunteers at a nearby church that serves meals for the less than fortunate, called Violet the "sweetest lady on the street." He said she was quiet, independent and resourceful.

Wyneken said she supported herself by recycling cans and didn't like to panhandle. He said there were efforts to get her housing and in contact with family, but she wouldn't have it.

"I just think she had something in her life where she wanted to be alone," he said. "She didn't want to be a burden to anybody."

Wyneken, Deol and others said they were deeply troubled by what had happened at the bus stop.

"The guy who did this should spend the rest of his life in jail," Deol said.

Steve Williams, 62, who identified himself as a homeless veteran, said he is aware of the dangers of sleeping on the street but that it's difficult to find space at nearby shelters, especially at this time of year.

"We are all human. No one should be treated like that," he said.

Social media is here and it?s the place where consumer spend big part of their day and that time is increasing. (AP) ? An enormous storm system that dumped snow and sleet on the nation's midsection and unleashed damaging tornadoes around the Deep South has begun punching its way toward the Northeast, slowing holiday travel.

Post-Christmas travelers braced for a second day of flight delays and cancellations, a day after rare winter twisters damaged numerous homes in Louisiana and Alabama. The vast storm system stretching across numerous states has been blamed for three deaths and several injuries though no one was killed outright in the tornadoes. The storms also left more than 100,000 without power for a time, darkening Christmas celebrations.

Drenching rains and blustery winds moved early Wednesday across Georgia, a slew of tornado watches still in effect. The severe weather system was set to lash the Carolinas later in the day before taking aim next at the heavily populated Northeast corridor.

Farther north on a line from Little Rock, Ark., to Cleveland, blizzard conditions were predicted before the snow ? up to a foot in some places ? made its way into the Northeast.

Rick Cauley's family was hosting relatives for Christmas when the tornado sirens went off in Mobile. Not taking any chances, he and his wife, Ashley, hustled everyone down the block to take shelter at the athletic field house at Mobile's Murphy High School in Mobile.

It turns out, that wasn't the place to head.

"As luck would have it, that's where the tornado hit," Cauley said. "The pressure dropped and the ears started popping and it got crazy for a second." They were all fine, though the school was damaged, as were a church and several homes, but officials say no one was seriously injured.

Camera footage captured the approach of the large, frightening funnel cloud.

Mobile was the biggest city hit by numerous by the rare winter twisters. Along with brutal, straight-line winds, the storms knocked down countless trees, blew the roofs off homes and left many Christmas celebrations in the dark. Torrential rains drenched the region and several places saw flash flooding.

More than 500 flights nationwide were canceled by the Tuesday evening, according to the flight tracker FlightAware.com. More than half were canceled into and out of Dallas/Fort Worth International Airport that got a few inches of snow.

Holiday travelers in the nation's much colder midsection battled treacherous driving conditions from freezing rain and blizzard conditions from the same fast-moving storms. In Arkansas, highway department officials said the state was fortunate the snowstorm hit on Christmas Day when many travelers were already at their destinations.

Texas, meanwhile, dealt with high winds and slickened highways.

On Tuesday, winds toppled a tree onto a pickup truck in the Houston area, killing the driver, and a 53-year-old north Louisiana man was killed when a tree fell on his house. Icy roads already were blamed for a 21-vehicle pileup in Oklahoma, and the Highway Patrol there says a 28-year-old woman was killed in a crash on a snowy U.S. Highway near Fairview.

Trees fell on homes and across roadways in several communities in southern Mississippi and Louisiana. Mississippi Gov. Phil Bryant declared a state of emergency in the state, saying eight counties reported damages and some injuries.

It included McNeill, where a likely tornado damaged a dozen homes and sent eight people to the hospital, none with life-threatening injuries, said Pearl River County emergency management agency director Danny Manley.

The snowstorm that caused numerous accidents pushed out of Oklahoma late Tuesday, carrying with it blizzard warnings for parts of northeast Arkansas, where 10 inches of snow was forecast. Freezing rain clung to trees and utility lines in Arkansas and winds gusts up to 30 mph whipped them around, causing about 71,000 customers to lose electricity for a time.

Christmas lights also were knocked out with more than 100,000 customers without power for at least a time in Texas, Arkansas, Oklahoma, Mississippi, Louisiana and Alabama.

Blizzard conditions were possible for parts of Illinois, Indiana and Kentucky up to Cleveland with predictions of several inches to a foot of snow. By the end of the week, that snow was expected to move into the Northeast with again up to a foot predicted

Jason Gerth said the Mobile tornado passed by in a few moments and from his porch, he saw about a half-dozen green flashes in the distance as transformers blew. His home was spared.

"It missed us by 100 feet and we have no damage," Gerth said.

In Louisiana, quarter-sized hail was reported early Tuesday in the western part of the state and a WDSU viewer sent a photo to the TV station of what appeared to be a waterspout around the Lake Pontchartrain Causeway in New Orleans. There were no reports of crashes or damage.

Some mountainous areas of Arkansas' Ozark Mountains could get up to 10 inches of snow, which would make travel "very hazardous or impossible" in the northern tier of the state from near whiteout conditions, the weather service said.

The holiday may conjure visions of snow and ice, but twisters this time of year are not unheard of. Ten storm systems in the last 50 years have spawned at least one Christmastime tornado with winds of 113 mph or more in the South, said Chris Vaccaro, a National Weather Service spokesman in Washington, via email.

The most lethal were the storms of Dec. 24-26, 1982, when 29 tornadoes in Oklahoma, Missouri, Arkansas, Tennessee and Mississippi killed three people and injured 32.

In Mobile, a large section of the roof on the Trinity Episcopal Church is missing and the front wall of the parish wall is gone, said Scott Rye, a senior warden at the church in the Midtown section of the city.

On Christmas Eve, the church with about 500 members was crowded for services.

"Thank God this didn't happen last night," Rye said.

Marvel's Peter Parker in perilous predicament

(AP) ? After 50 years of spinning webs and catching a who's who of criminals, Peter Parker is out of the hero game.

But Spider-Man is still slinging from building to building ? reborn, refreshed and revived with a new sense of the old maxim that Ben Parker taught his then-fledgling nephew that "with great power, comes great responsibility."

Writer Dan Slott, who's been penning Spidey adventures for the better part of the last 100 issues for Marvel Entertainment, said the culmination of the story is a new, dramatically different direction for the Steve Ditko and Stan Lee-created hero.

"This is an epic turn," Slott said. "I've been writing Spider-Man for 70-plus issues. Every now and then, you have to shake it up. ... The reason Spider-Man is one of the longest running characters is they always find a way to keep it fresh. Something to shake up the mix."

And in the pages of issue 700, out Wednesday, it's not just shaken up, it's turned head over heels, spun in circles, kicked sky high and cracked wide open.

Parker's mind is trapped in the withered, decaying dying body of his nemesis, Doctor Octopus aka Otto Octavius. Where's Doc Ock? Inside Parker's super-powered shell, learning what life is like for the brilliant researcher who happens to count the Avengers and Fantastic Four as friends and family.

The two clash mightily in the pages of issue 700, illustrated by Humberto Ramos and Victor Olazaba. But it's Octavius who wins out and Parker is, at least for now, gone for good, but not before one more act of heroism.

Slott said that it's Parker, whose memories envelop Octavius, who shows the villain what it means to be a hero.

"Gone are his days of villainy, but since it's Doc Ock and he has that ego, he's not going to try and just be Spider-man, he's going to try to be the best Spider-Man ever," said Slott.

Editor Stephen Wacker said that while Parker is gone, his permanence remains and his life casts a long shadow.

"His life is still important to the book because it affects everything that Doctor Octopus does as Spider-Man. Seeing a supervillain go through this life is the point ? trying to be better than the hero he opposed," Wacker said.

"Doc has sort of inspired by Peter's life. That's what I mean when he talks about the shadow he casts," he said.

The sentiment echoes what Uncle Ben said in the pages of "Amazing Fantasy" No. 15, Slott said.

Editor Stephen Wacker called it a fitting end to the old series, which sets the stage for a new one ? "The Superior Spider-Man" early next year ? because it brings Peter Parker full circle, from the start of his crime-fighting career to the end.

"In his very first story, his uncle died because of something he did so the book has always been aimed at making Peter's life as difficult as possible," Wacker said. "The book has always worked best when it's about Peter Parker's life, not Spider-Man's."

And with Octavius influenced by Parker's life ? from Aunt May to Gwen Stacy to Mary Jane ? it will make him a better person, too.

"Because Doctor Octopus knows all of those things and will make decisions on what he saw Peter going through," Wacker said. "In a way, he gets the ultimate victory as he becomes a better hero."

The end of One London Bridge ? and the end of London Bridge itself ...

In the second half of the 18th Century my family lived at One London Bridge ? the first house and shop you came to as you entered the City of London? from the Southwark end. One of the things which I find incredibly sad about the family diaries from the 18th and 19th Centuries is the story of Francis Hall (the younger of two sons which my 4xgreat grandfather had by his first wife). After all, he never really wanted to be a shopkeeper ? he was never trained as a haberdasher like his father and elder brother, and was only drafted in to the family business at Number One London Bridge when brother William got bored with the retail trade and deserted the shop for the freedom of being a silk-man. That was in the 1790?s.

Francis stepped into the breach without complaint. His life wasn?t easy ? his first wife died in 1799 shortly after giving birth to a son. Her previous pregnancies had resulted in three live births (all three of them boys and all three of them dying within a couple of months) and a pair of stillborn twins. She was just 28 at the time of her death, which resulted from complications linked to the birth, but the latest child, another boy, somehow survived.

Bringing up a tiny infant while trying to run the business must have been a daunting task for the newly widowed Francis ? it doesn?t bear thinking about! In practice he married again fairly soon afterwards, but never had any more children.

From the moment when he became an owner of the business (jointly with father Richard, who took no part in the running of the shop, but who paid all the bills and pocketed half the profits) Francis knew that he was in charge of an asset which had a declining value as the lease ran out. Richard had originally signed a 61 year lease from the Corporation of London at an annual rent of just under ?28. It would inevitably expire on Christmas Day 1826, at which point Francis would have to move out and surrender possession to the Landlord. He must have felt the clock ticking every day, especially after his father died in 1801 leaving him the business. He would know full well that he would be 68 years old when the lease expired ? and he would be losing not just his business but?the?home? he had lived in since he was twelve years old as well.

There was something else looming over Francis ? the knowledge that all he had worked for, all he had done, was likely to be pulled down as soon as the lease was up. He would have known that plans had been mooted from the very beginning of the century to pull down the old bridge and put up a new one just upstream? and that the building at One London Bridge would be demolished so that improved access roads could be constructed. Year by year the knife would have been driven home ? a competition to find the best design, parliamentary approval, detailed feasibility studies etc.

All the time the old bridge was deteriorating. The Great Arch had been constructed?only seventy years earlier?but the?pillars were all constructed on their original 500 year old foundations and they were beginning to suffer subsidence. Bluntly the bridge was no longer fit for purpose ? either for shipping or for pedestrians, let alone for vast numbers of carts carriages and wheeled vehicles, livestock and so on.

In July 1823 Parliament finally authorised work to commence in accordance with the plans prepared by John Rennie. The first pile was driven on March 15th 1824 and a year later, on 15th June, the foundation stone was laid with great ceremony.

All day and every day Francis Hall would have had to contend with the noise and dust of construction work, especially with constant pile driving. It can hardly have been conducive to the business of selling fabrics and general haberdashery! To add to his misfortunes his second wife died in July 1825. By then his son had grown up and left home, so Francis would have been alone in the house in those final years.

The warehouse premises next door to Number One were pulled down, and Francis would have had a grandstand view from his living room window of the coffer dam being built to his right, and the excavation for a grand flight of steps leading to the water?s edge, immediately in front of him. The old bridge to the left was still in use, but shored up in places with wooden boards to try and stop any more masonry falling into the river.

The excellent map by Greenwood dated 1827 shows the two bridges side by side, and I have highlighted in red the building where Francis would have watched the unfolding picture.

The stone blocks for the new bridge were cut and the arches laid out on the Isle of Dogs, and then lettered and numbered before being brought to the site and lowered into place. Everywhere cranes and derricks were loading and unloading, while stone-masons hammered away. Men swarmed over the scaffolding like ants.

December 1826 must have been especially poignant for Francis as he found buyers for his remaining stock within the trade, and began plans for moving out. Maybe he over-did the furniture shifting. Or maybe he simply was heart-broken to be leaving ? either way, the lease expired on Christmas Day, and Francis, whose birthday it was on Boxing Day,?expired immediately afterwards.

The parapet above the fifth arch is shored up, and the subsidence in the old arches is clearly visible. Standing above the line of the parapet can be seen a number of the cupulas, designed to give shelter and protection to pedestrians, mentioned below.

Francis never saw the New Bridge being formally opened on the 1st of August, 1831, in the presence of His Majesty King William IV. He?never got to see the old bridge being pulled down arch by arch, and the old starlings, used to protect the foundations, being excavated and removed. Today very few pieces of stonework remain ? although there are a couple of the old cupolas? to be found in Victoria Park.

What is especially interesting is the incredibly detailed record of the works as they progressed, drawn by a young man called Edward William Cooke. He started his drawings in 1826 when he was fifteen. Guildhall Library holds 69 of these drawings: according to their site they were presented in 1872 by Alderman Sir David Salomons, a close friend of Cooke. Twelve of the drawings were later selected for engraving and publication in 1833 under the title ?Views of the Old and New London Bridge?

Within a few years no trace remained of the old bridge, and the old family shop at Number One passed into history.
